Andrea Weckmueller-Behringer – City Manager – Shawnee, OK

Andrea Weckmueller-Behringer was hired as the Assistant City Manager in September 2021 and appointed to the City Manager position for the City of Shawnee on October 4, 2021. She holds a master’s degree from the Johannes Gutenberg University and comes to Shawnee with well over two decades of local and regional planning, project management, and public administration experience. Her particular skill set includes external and internal relationship building, broad-spectrum policy analysis and implementation, prudent financial management, inclusive public outreach and engagement, as well as employee coaching and mentoring. Andrea is community-focused, performance-driven, and highly approachable. She is a member of both the American Institute of Certified Planners and the International City Managers Association; she also holds certifications as a Geographic Information System Professional and a Registered Accessibility Specialist.

Before returning to Oklahoma after a ten-year absence, Andrea served as the Executive Director of the Walla Walla Valley Metropolitan Planning Organization, which covers a bi-state area, encompasses 1,300 square miles, and serves 65,000 people. There, she collaborated with federal, state, and local entities as well as tribal governments, transit service providers, and both Oregon and Washington State Departments of Transportation in order to guide regional multi-million-dollar investments into a multi-modal infrastructure system. Partnering with 30 entities, she was also instrumental in leading the development of a regional plan that won statewide recognition and generated successful grant funding awards. Prior to her work in the Walla Walla Valley, Andrea spent several years working as a consultant, where she managed a large variety of projects, working with small and large public entities throughout Arkansas, Louisiana, Oklahoma, and Texas.

Andrea grew up in a small town in Germany. After completing her master’s degree, she moved to U.S. and fell in love with the wide-open spaces in Oklahoma. She is married to Fred Behringer, a native of Yukon, Oklahoma. Together, they have three grown and two teenage children as well as two grandchildren. Andrea enjoys traveling, hiking, camping, gardening, and various fiber arts.
